    Queue drained, delivery latency returning to normal. Continuing to monitor.

    Delivery latency has fully recovered. Incident resolved.

Root cause
Upstream carrier queue congestion during peak window.
Resolution
Failed over to secondary SMS route and drained queue.
Preventive actions
Added automated failover thresholds and additional carrier route.
